Imagine that your customer\u2019s employees work in South Korea with the same machine as your customer\u2019s employees in China, Brazil or India. Each of their machines meets the formal, tech\u00adnical and safety-related require\u00adments that apply there, they are homo\u00adge\u00adneous and equally reli\u00adable and as a result they were more effi\u00adcient and less expen\u00adsive than usual for you to man\u00adu\u00adfac\u00adture. An ideal world which sadly is quite tricky to imple\u00adment in prac\u00adtice.<\/p>\n\n\n\n

Stan\u00addards across the world act as \u201cbouncers\u201d that either allow the use of plants and prod\u00aducts in a country \u2013 if these meet the cor\u00adre\u00adsponding spec\u00adi\u00adfied expec\u00adta\u00adtions \u2013 or pro\u00adhibit their use. They are con\u00adsid\u00adered doc\u00adu\u00admented agree\u00adments which estab\u00adlish the cri\u00adteria for prod\u00aducts, ser\u00advices and pro\u00adce\u00addures. They can be used to guar\u00adantee that prod\u00aducts and ser\u00advices are fit for pur\u00adpose, com\u00adpa\u00adrable and com\u00adpat\u00adible. Their use within the EU is more or less vol\u00adun\u00adtary, as opposed to in China which also has stan\u00addards whose appli\u00adca\u00adtion is manda\u00adtory.<\/p>\n\n\n\n

National standards regime<\/h2>\n\n\n\n

The con\u00addi\u00adtions for entering each \u201cdoor\u201d, or country, vary widely. For example, in the EU: The EU uses reg\u00adu\u00adla\u00adtions (which apply as a binding legal act imme\u00addi\u00adately after pub\u00adli\u00adca\u00adtion) or direc\u00adtives (such as the Machinery Direc\u00adtive) to for\u00admu\u00adlate gen\u00aderal safety objec\u00adtives. EU direc\u00adtives only take effect when coun\u00adtries within the EU imple\u00adment them as national laws. Ver\u00adi\u00adfi\u00adca\u00adtion of achieving safety objec\u00adtives thus requires an exact spec\u00adi\u00adfi\u00adca\u00adtion.<\/p>\n\n\n\n

Machine builders use stan\u00addards to this end. \u00adVer\u00adi\u00adfi\u00adca\u00adtion is eas\u00adiest when there are har\u00admonised EU stan\u00addards which are used by machine builders. The reason for this is the \u201cpre\u00adsump\u00adtion of con\u00adfor\u00admity\u201d these elicit: If I apply these stan\u00addards, the con\u00adfor\u00admity with the safety objec\u00adtives defined in them is guar\u00adan\u00adteed. The har\u00admonised EN stan\u00addards are an indi\u00adca\u00adtion of how the objec\u00adtives of the EU direc\u00adtive can be met, but they are not manda\u00adtory. And espe\u00adcially not out\u00adside of the EU.<\/p>\n\n\n\n

It takes a lot of work: Ide\u00adally, it takes 3 years to progress from a pro\u00adposal for a new ISO\/IEC stan\u00addard to its pub\u00adli\u00adca\u00adtion.<\/figcaption><\/figure>\n\n\n\n

Instead, spec\u00adi\u00adfi\u00adca\u00adtions differ between coun\u00adtries and a design in accor\u00addance with the Machinery Direc\u00adtive with the cor\u00adre\u00adsponding CE marking is not enough to be able to use a machine or an indi\u00advidual product every\u00adwhere in the world \u2013 even if a high level of safety is achieved in the EU in itself: meaning that if an Italian machine builder wants to send a machine to South Korea, they must first deal with the national require\u00adments in South Korea, while a delivery to Brazil requires dealing with the national spec\u00adi\u00adfi\u00adca\u00adtions there (NR Norma Reg\u00adu\u00adla\u00admen\u00adta\u00addora e.g. NR-12 \u201cMachinery Safety\u201d). In 2003, the Chi\u00adnese gov\u00adern\u00adment intro\u00adduced manda\u00adtory cer\u00adti\u00adfi\u00adca\u00adtion and marking called China Com\u00adpul\u00adsory Cer\u00adtifi\u00adcate (CCC) for selected prod\u00aducts. In this case, the machine builder should check whether the rel\u00ade\u00advant com\u00adpo\u00adnents have this cer\u00adti\u00adfi\u00adca\u00adtion in addi\u00adtion to dealing with the Chi\u00adnese spec\u00adi\u00adfi\u00adca\u00adtions (GB stan\u00addards) (see inter\u00adview, page 5). An effi\u00adcient and legally com\u00adpliant han\u00addling thus becomes a bal\u00adancing act for global com\u00adpa\u00adnies.<\/p>\n\n\n\n

Expertly standardised<\/strong><\/h2>\n\n\n\n
