Germany <\/h4>\n\nAt the begin\u00adning of indus\u00adtri\u00adal\u00adi\u00adsa\u00adtion, the pri\u00admary focus for machinery was on pro\u00adduc\u00adtivity. From the middle of the 19th cen\u00adtury, people started to become more aware of safety. In Ger\u00admany, acci\u00addents while oper\u00adating steam boilers led to the foun\u00adda\u00adtion of an inspec\u00adtion body, the pre\u00adde\u00adcessor to T\u00dcV, in 1866. <\/div><\/span><\/i>
<\/span>

Korea<\/h4>\n\nDue to increasing indus\u00adtri\u00adal\u00adi\u00adsa\u00adtion, from the 1960s onwards Korea recorded rapid eco\u00adnomic growth, but unfor\u00adtu\u00adnately also an increase in indus\u00adtrial acci\u00addents. The gov\u00adern\u00adment acted, and since the early 80s there has been the KCs (Korea Cer\u00adti\u00adfi\u00adca\u00adtion) mark from the gov\u00adern\u00adment authority KOSHA (Korean Occu\u00adpa\u00adtional Safety and Health Admin\u00adis\u00adtra\u00adtion), which indi\u00adcates that a machine is safe. <\/div><\/span><\/i>
<\/span>

Brazil<\/h4>\n\nSince the 70s there has been a national law in Brazil that stip\u00adu\u00adlates min\u00adimum safety require\u00adments for machines and (machine) equip\u00adment: But NR-12 did not become binding until the last revi\u00adsion in 2010. In the process it was aligned to the Euro\u00adpean Machinery Direc\u00adtive. NR-12 is there\u00adfore also called the \u201cBrazilian Machinery Direc\u00adtive\u201d. \n<\/div><\/span><\/i>
<\/span>

USA<\/h4>\n\nUnder\u00adwriters Lab\u00ado\u00adra\u00adto\u00adries (UL) was founded in the USA in 1894. Its orig\u00adinal mis\u00adsion: to have fire risks assessed by an elec\u00adtrical test lab\u00ado\u00adra\u00adtory. In the USA, product stan\u00addards, fire pro\u00adtec\u00adtion reg\u00adu\u00adla\u00adtions (\u201cFire Codes\u201d), elec\u00adtrical direc\u00adtives and national laws are par\u00adtic\u00adu\u00adlarly rel\u00ade\u00advant. The Occu\u00adpa\u00adtional Safety and Health Admin\u00adis\u00adtra\u00adtion (OSHA) reg\u00adu\u00adlates safety in the work\u00adplace.<\/div><\/span><\/i>

China <\/h4>\n\nIn China, the State Admin\u00adis\u00adtra\u00adtion of Work Safety is respon\u00adsible for defining and mon\u00adi\u00adtoring health and safety mea\u00adsures. Chi\u00adnese machinery safety stan\u00addards are applied for plant and machinery. Since 2002, China has had its own cer\u00adti\u00adfi\u00adca\u00adtion system \u2013 Chi\u00adnese Com\u00adpul\u00adsory Cer\u00adtifi\u00adcate (CCC). If there are stan\u00addards missing, some\u00adtimes EN stan\u00addards har\u00admonised under the Machinery Direc\u00adtive are con\u00adverted into national stan\u00addards.<\/div><\/span><\/i>

India<\/h4>\n\nIndian Stan\u00addards (IS) are still at the draft stage. The office respon\u00adsible has defined almost 60 stan\u00addards, which are based on ISO stan\u00addards. They will be intro\u00adduced grad\u00adu\u00adally. There are two con\u00adtributing fac\u00adtors: Indian machine builders increas\u00adingly wish to export their machines, and global cor\u00adpo\u00adra\u00adtions that operate pro\u00adduc\u00adtion sites in India are boosting safety con\u00adsid\u00ader\u00ada\u00adtions in the country with their own com\u00adpany stan\u00addards.<\/div><\/span><\/i>

Europe<\/h4>\n\nIn Europe too, the birth of modern machinery safety dates back less than 40 years. In 1989, the change was brought about with the Machinery Direc\u00adtive. From this point onwards, imple\u00admen\u00adta\u00adtion of machinery safety was manda\u00adtory. Prod\u00aducts that carry the CE mark (\u201cCom\u00admu\u00adnaut\u00e9 Europ\u00e9enne\u201d) may be imported and sold without regard to national reg\u00adu\u00adla\u00adtions. That\u2019s why people also refer to the \u201cPass\u00adport to Europe\u201d.<\/div><\/span><\/div><\/div>\n\n\n\n

Machinery safety worldwide \u2014 So it continues<\/h2>\n\n\n\n

In Europe too, machinery safety remains an ever\u00adlasting mis\u00adsion: the EU Machinery Reg\u00adu\u00adla\u00adtion, the suc\u00adcessor to the EU Machinery Direc\u00adtive, has just been pub\u00adlished. It is adapted to the changed require\u00adments, with a view to Secu\u00adrity for example, and pro\u00advides greater imple\u00admen\u00adta\u00adtion sup\u00adport. So the machinery safety suc\u00adcess story will con\u00adtinue.<\/p>\n\n\n\n

The new EU Machinery Regulation<\/h2>\n\n\n\n

The new Machinery Reg\u00adu\u00adla\u00adtion (EU) 2023\/1230 was pub\u00adlished in the Offi\u00adcial Journal of the Euro\u00adpean Union on 29 June 2023. It came into force in all EU member states 20 days after it was pub\u00adlished in the Offi\u00adcial Journal. Machine man\u00adu\u00adfac\u00adturers have 42 months in which to meet the new require\u00adments on plant and machinery. Thus the MR will finally become manda\u00adtory in Jan\u00aduary 2027 (key date reg\u00adu\u00adla\u00adtion).<\/p>\n\n\n\n

In Annex I, Part A (pre\u00advi\u00adously found in Annex IV of the Machinery Direc\u00adtive), the new Machinery Reg\u00adu\u00adla\u00adtion (EU) 2023\/1230 lists six machine cat\u00ade\u00adgories under \u201cpoten\u00adtially high risk machinery\u201d \u2013 including with regard to arti\u00adfi\u00adcial intel\u00adli\u00adgence \u2013 where machine man\u00adu\u00adfac\u00adturers can no longer self-declare com\u00adpli\u00adance in con\u00adjunc\u00adtion with a har\u00admonised stan\u00addard, as pre\u00advi\u00adously. In future, a noti\u00adfied body must be involved.<\/p>\n\n\n\n

How\u00adever, for machine cat\u00ade\u00adgories listed in Part B, com\u00adpli\u00adance with the Machinery Reg\u00adu\u00adla\u00adtion can still be declared in com\u00adbi\u00adna\u00adtion with a har\u00admonised stan\u00addard, with the aid of internal pro\u00adduc\u00adtion con\u00adtrol.<\/p>\n<\/div>\n<\/div>\n\n\n\n

Substantial modification<\/h3>\n\n\n\n

The reg\u00adu\u00adla\u00adtion has been extended to include the def\u00adi\u00adn\u00adi\u00adtion of a sub\u00adstan\u00adtial mod\u00adi\u00adfi\u00adca\u00adtion of machinery. For machinery safety, a new con\u00adfor\u00admity assess\u00adment pro\u00adce\u00addure is always required when a machine under\u00adgoes major tech\u00adnical mod\u00adi\u00adfi\u00adca\u00adtions. Chapter 2, Article 18 stip\u00adu\u00adlates that the person who car\u00adries out a sub\u00adstan\u00adtial mod\u00adi\u00adfi\u00adca\u00adtion of machinery must fulfil all the oblig\u00ada\u00adtions of the man\u00adu\u00adfac\u00adturer.<\/p>\n<\/div>\n<\/div>\n\n\n\n

Digital instructions<\/h3>\n\n\n\n

Man\u00adu\u00adfac\u00adturers are now allowed to supply instruc\u00adtions in dig\u00adital form. Should the cus\u00adtomer request it, the man\u00adu\u00adfac\u00adturer is obliged to supply the instruc\u00adtions in paper format (Annex III, 1.7.4). A manda\u00adtory mark on the machinery and accom\u00adpa\u00adnying doc\u00adu\u00adments, indi\u00adcating how to access the dig\u00adital instruc\u00adtions, has also been intro\u00adduced. A dig\u00adital EU Dec\u00adla\u00adra\u00adtion of Con\u00adfor\u00admity is also per\u00admitted. Partly com\u00adpleted machinery may also be deliv\u00adered with dig\u00adital assembly instruc\u00adtions and a dig\u00adital Dec\u00adla\u00adra\u00adtion of Incor\u00adpo\u00adra\u00adtion.<\/p>\n<\/div>\n<\/div>\n\n\n\n

Industrial Security<\/h3>\n\n\n\n

Within the essen\u00adtial health and safety require\u00adments set out in Annex III, the Machinery Reg\u00adu\u00adla\u00adtion places new demands on cyber\u00adse\u00adcu\u00adrity under 1.1.9, \u201cPro\u00adtec\u00adtion against cor\u00adrup\u00adtion\u201d. Cyber\u00adse\u00adcu\u00adrity threats must not be allowed to com\u00adpro\u00admise the machine\u2019s safety func\u00adtions. So Indus\u00adtrial Secu\u00adrity becomes a manda\u00adtory ele\u00adment for machinery safety and is no longer just sub\u00adject to the inter\u00adpre\u00adta\u00adtion of the person placing the machine on the market. Man\u00adu\u00adfac\u00adturers will need to review their existing secu\u00adrity con\u00adcepts in this regard.<\/p>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n
